I've been playing with bleach today which I didn't think was working to begin with until I realised that not all paper/card stocks can be bleached lol, you certainly know it when you find one that can as it is so quick! It is a really fun technique.
I tested bleach on several papers and settled on this handmade one which bleached instantly. I printed my image onto my paper then filled an aquapainter with bleach and a little water and 'painted' my image trying to keep within the lines. This kind of paper soaks up liquid ultra fast so I dried my brush on a piece of kitchen paper frequently and made sure that my brush was damp rather than wet. I created the water effect by lightly brushing over the high spots of the texture in the paper. I printed a sentiment and glued it behind a frame and added some eyelets, I added some more eyelets to my card blank and strung the two together with brown embroidery thread to add a faux rope detail.

Just wanted to say that I really enjoy your website. Thank you so much for all the free digital stamps (images and sentiments alike!)-- I've used several of them at different times. Love looking at all the new images and the way you use them! Great site!

Try using just straight bleach, no water added. Also, heat the bleached area with a heat gun, this speeds up the process a bit.
